School managers were “not well prepared” for the possibility of a shooting at Robb Elementary School in Yuwalde, Texas, according to a report released by the Texas House of Representatives Investigation Commission on the shooting at Robb Elementary School.
In a 77-page report released Sunday, investigators adopted a “disappointing culture of non-compliance” in safety and security measures leading up to the shooting at Robb Elementary School on May 24 by school managers. He said 19 children and 2 adults had died.
They also “implicitly tolerated” dangerous practices by deliberately violating the rules that require doors to be closed and locked, or by causing others to violate them.

“Schools have adopted security policies to lock external and internal classroom doors, but there is a disappointing culture of non-compliance by school staff who frequently open doors and evade locks. The report also revealed “multiple systemic disorders,” including poor preparedness for potential shooter risk.

The details of the UVALDE investigation are the “systemic failure” of law enforcement agencies in dealing with school shooting.
In addition to scrutinizing the school, the report was critical of the 376 law enforcement officers who gathered at the school at the time of the shooting.
