Federal officials claim a New York man defrauded an organization that provides foster and adoption services to Kansas out of about $10.7 million.
The Kansas U.S. Attorney’s Office filed a civil suit on August 1, alleging that Mount Kisco, New York-based William Whymark and his company, WMK Research, defrauded Salina, Kansas-based St. Francis Ministries. Filed a lawsuit for property confiscation.
According to The Topeka Capital-Journal, the FBI claims Whymark committed wire fraud on at least three occasions, but no criminal charges have been filed.
Whitemark’s attorney, Michael Gladberg, of New York City, said Whitemark “denies wrongdoing and will address any allegations in the legal process.”

According to court documents, Whymark allegedly filed a claim for information technology work not performed by Saint Francis.
The forfeiture lawsuit follows an investigation into alleged misconduct in Saint Francis, which paid Whymark companies approximately $10.7 million between January 2018 and June 2021.
St. Francis spokeswoman Alison Cossover said the organization is cooperating with the Justice Department’s investigation.
