Senators Sheldon Whitehouse and Jeff Merkley said Monday that it was time for Biden to take large-scale unilateral administrative measures on climate change.
Senator Joe Manchin, who refused to include climate change legislation in the settlement bill that the Democratic Party wants to pass this month, said last week that it was time for Biden to make these moves.
Democrats in the 50-50 Senate need Manchin’s consent to go through the party’s line, even if they are using the reconciliation process to avoid filibuster.
“We have a president who thinks about his past as a senator and campaigns for a climate that is chained to the legislative process,” said Markley, D-Ore. “Now he is unchained, and he has to go.”
